What people mean when they search for a sanctuary

The word sanctuary suggests a place where elephants roam free, are never ridden and are never asked to perform. Operators choose the word for themselves, and in Bali it sits on businesses that differ a great deal, so this page tests the claim instead of trusting the label.

What exists on the island is captive elephants of one kind: the Sumatran elephant. Bali Zoo describes itself as the island's first and only zoological park, and Mason Elephant Park describes itself as the only dedicated elephant rescue park in Bali.5,6 Those are the operators' own claims, and we repeat them as claims.

A realistic hope is therefore not a wild setting but a well-run one: space, company of other elephants, trained mahouts, a vet, no rides and no tricks. The rest of this guide shows how to judge each of those from published facts and from what the booking page tells you, and where the available evidence stops, because a fair guide should say so plainly.

The two places that keep elephants in Bali

Bali Zoo sits in Singapadu, inside Sukawati, Gianyar, and its own text counts 14 elephants in the herd.1 It also reports the birth of two male calves, which it presents as a sign of a safe environment.9 Its gates stay open from 09:00 until 17:00 every day.10

Mason Elephant Park and Lodge lies in Taro, north of Ubud, and the Asian Captive Elephant Standards list it as owned and operated by Mason Adventures with over 30 Sumatran elephants.2 The park says none of its elephants came directly from the wild; they were rescued from Sumatran containment camps in 3 missions, the last in 2004.11,12

So the choice is between an elephant day inside a zoo and a park built around a rescued herd. If you are searching for a Bali elephant sanctuary because you care about welfare, both deserve questions, and the two sections below give you the questions.

Bali Zoo states 14 elephants; the certifier lists Mason with over 30 Sumatran elephants.1,2 Counts change with births.

Riding ended in 2026, and why that matters

Until this year the island was known for rides, and rides were the main reason welfare groups objected to Bali venues. Indonesia's Forestry Ministry issued Circular Letter No. 6 of 2025 ordering conservation institutions to end elephant riding performances.15 Bali Zoo then confirmed that riding was discontinued effective 1 January 2026.3

Mason received a first warning on 13 January 2026, missed a deadline on 21 January and announced the end of all riding on 25 January 2026.8,4 The head of the Bali conservation agency said all conservation institutions are required to stop riding and to move toward more educational and ethical wildlife tourism.14

If a website or a driver still offers a ride in Bali, treat that as a reason to walk away. Our separate page on elephant riding in Bali sets out the dates and what to do if a ride is offered anyway.

How to test an ethical elephant sanctuary in Bali

An ethical elephant sanctuary in Bali, or anywhere, can be judged on a short list. Do the elephants have room and company? Is contact optional for the animal? Who certifies the camp, and what did the audit cover? Can you see how the elephants are kept outside the visitor hours?

Mason offers one outside reference point. It says its Gold Certification meant complying with 8 sets of accreditation covering 191 areas of evaluation, and the certifier lists the park as Gold.16,2 The park also says its elephants are tethered only at meal and sleep times, which is a detail worth asking about on a visit.17

Bali Zoo is a member of the Southeast Asian Zoos and Aquariums Association, as reported by Travel Weekly, but we found no welfare-certification listing for it, so we cannot score it.18 What we can do is read the rules of its elephant programs, which the next section does.

What the care day at Bali Zoo asks of you

The guided care day begins at Kampung Sumatra with a light refreshment and an English-speaking mahout who explains elephant behavior, daily care and the welfare rules. The activities are elephant-led, and close viewing happens only when the mahout approves it.

Guests may not force, chase or control the elephants, and direct physical contact is limited and guided. The zoo gives a reason for the mud: elephants have no sweat glands and rely on mud to stay cool and shield their hide from the sun.19 The zoo also pauses the mud activity when heavy rain makes the river crossing unsafe for the elephants.20

That is a program designed around the animal's say, but you are still a visitor in a zoo, so keep realistic expectations: a guided session, not a walk through a forest. If that suits you, the care day lists 7 hours, lunch and zoo admission.

A welfare checklist for any elephant visit

Put it to the venue3

  • Is riding off the program, as the new rule requires?
  • Which outside body audits the camp, and when?
  • Who handles the elephants, and are they trained mahouts?

Watch on the day3

  • Is the elephant free to walk away from you?
  • Is clean water in reach and shade available?
  • Do sessions leave the animals long rests?

Pack for the care day3

  • A change of clothes for mud
  • Sun cream and a brimmed hat

Booking the care day without surprises

Our site tour is listed from $78, rated 4.71 across 2,327 reviews, with English and Indonesian guides. It includes lunch and Bali Zoo admission, and an optional upgrade adds a guided breakfast with orangutans.

The program suits adults and children from 12 years. A child needs to stand 120 cm tall, and those who are pay the adult price. The zoo gives the same height rule for its own Elephant Mud Fun, and asks guests to bring their own change of clothes because it provides none.21,22

Hotel pickup is listed for Kuta, Seminyak, Canggu, Nusa Dua, Tanjung Benoa, Jimbaran, Sanur and Ubud, and other areas might cost extra, settled in cash. Cancel a day or more ahead and the whole amount returns to you; you may also hold the date and pay afterward. Read the pickup areas and the height rule before you pay, because both decide whether the day works for your family.

What a listing cannot tell you

Every number on this page comes from an operator, a certifier, a news report or a booking listing, and each has a reason to present itself well. A Gold listing does not describe the mood of a single elephant on the morning you visit, and a rule on a booking page does not show how it is followed.

Use the facts as a floor, then add your own observation. Arrive with the questions from the checklist, notice how the mahouts speak to the animals, and be ready to step back if an elephant turns away. The Bali Zoo listing itself says activities depend on the elephants' willingness, and a good guide treats that as a rule rather than a slogan.

If something looks wrong on the day, say so to the guide and to the operator, and leave a review that describes what you saw. Honest reviews are the one outside audit that every visitor can contribute to, and they are what the next reader of this page will want to find.
