No page can certify a zoo, and this one does not try. It sets out what the zoo, the regulators, welfare groups and reviewers have put on record about the elephants, says where the evidence ends and gives you a checklist to judge the day yourself.

What ethical can and cannot mean for a zoo

Ethical is a word people use to mean different things. For some it means no captivity at all, for others no rides and no tricks, and for others a well-run facility with trained staff and a clear welfare standard. Before you ask whether a zoo is ethical, decide which of these you mean.

A website cannot settle the question, and we are not an auditor. We have not inspected Bali Zoo, and we hold no inspection report on its enclosures or its animals. What we can do is gather what is on the public record and be clear about the gaps, which is the only honest service a guide of this kind can offer.

The record falls into four groups: what the zoo itself publishes, what regulators and welfare bodies say, what the booking listing states as rules and what visitors write. Each has a bias, and the sections below take them in turn.

What the zoo and the regulators put on record

Bali Zoo confirmed that it discontinued elephant riding effective 1 January 2026, to give its elephants more time for natural behaviors, social interaction and enrichment.1 That followed Indonesia's Forestry Ministry circular ordering conservation institutions to end riding.4

World Animal Protection welcomed the zoo's decision as a step in the right direction while calling riding one of the cruellest captive animal entertainment offerings, which is the view of an advocacy group and is not a verdict on the zoo's wider care.5 Travel Weekly reports that the zoo is a member of the Southeast Asian Zoos and Aquariums Association.6

The zoo counts 14 elephants in its herd and reports the birth of two male calves.7,8 Births are not proof of welfare, but they are a fact a visitor can weigh. Nothing in what we read suggests the zoo has been named in the warnings that the ministry sent to another Bali venue.9

The rules written into the elephant sessions

The care day listing sets rules rather than slogans. The activities are elephant-led, close viewing happens only when the mahout approves, guests may not force, chase or control the elephants and direct contact is limited and guided. An English-speaking mahout explains the welfare rules at the start.

The zoo adds its own safeguards. The Mud Fun program can pause when heavy rain makes the river crossing unsafe for the elephants, a child must be at least 120 cm tall to join, and children under that height may not enter the mud area.3,10 A rule that costs the zoo a session when the weather turns is more credible than one that never bites.

Another listing at the zoo describes orangutan breakfast as observation from a designated viewing area, with direct contact and feeding not permitted, and says elephant activities depend on the animals' comfort and willingness. Those are written rules, and a visitor can check on the day whether they are followed.

What visitors write in Bali Zoo reviews

Our care day is rated 4.71 across 2,327 reviews, and the pattern in the newest ones is warm. Visitors from Australia, the United Kingdom and Germany call it a highlight of the trip, praise friendly guides who made sure everyone got involved, and describe the elephants as gentle.

They are not uncritical about everything. One visitor says the transport worked but could have been simpler, and another notes that some animal encounters at the zoo cost extra, which a family should budget for. A Bali Zoo review that names a flaw alongside the praise is often the more useful read.

Reviews measure satisfaction, not welfare. A visitor delighted by a mud bath cannot tell you about the night routine, the veterinary care or the long-term plan for the animals. Read a review for what it can show, which is the guide's manner and whether the rules above were followed.

What nobody has audited, as far as we can find

Mason Elephant Park, another Bali venue, is listed Gold by the Asian Captive Elephant Standards, which is an outside audit of a defined scope.2 We found no comparable listing for Bali Zoo, and we are careful about what that means: it does not show poor care, only that this particular kind of outside evidence is missing.

The zoo also keeps many animals other than elephants, and this page does not assess them. The zoo says it holds over 500 rare and exotic animals, and enclosure size, enrichment and veterinary care for each species lie outside what we can judge from the public pages we read.11

If those gaps matter to you, ask the zoo directly. A confident operator can say who audits its care, how often, and what it changed after the last audit, and a hesitation is also information.

A packing and prep list for the day itself

Arrive with the questions you care about and observe. Does the mahout speak calmly and watch the elephant's body language? Does the elephant have room to walk away from guests? Is there shade, clean water and rest between sessions? Does the group stay within the rules the guide set at the start?

Watch how other guests behave, and speak up when someone ignores the instructions. The listing says guests may not force, chase or control the elephants, and that rule works only if every visitor respects it. If you see a lapse, tell the guide at once, then tell the operator afterward.

Afterward, write down what you saw while it is fresh and post it as a dated review. A specific account of one morning, good or bad, is worth more to the next traveler than any rating, and it feeds the only audit that visitors can carry out.

Who should go, and who should not

Go if you accept a zoo setting, value a guided program with written rules and want to learn from a mahout. The care day lists lunch and zoo admission, hotel pickup in the main resort areas and a free cancellation window that closes 24 hours before.

Skip it if you object to captive elephants on principle, or if you want an outside certificate before you spend anything. In that case the observation-only Explorer is the gentler step, and a visit to a venue with an independent listing is another.2

Either way, you decide, and we have tried to give you the record rather than a conclusion. A traveler who reads the rules, asks the questions and watches the day closely is already doing more for the animals than any rating can, and that attention is the most useful thing a visitor brings. If you book, book the version whose rules you have read, and leave honest feedback afterward.
